In idea of creating a new Library folder in Windows 8 made me to post this thread!1.Open Libraries

2.Press Ctrl+F1 it will show some options opened on top!
In that Under Home you can see New item.
When you click on new item it will show Library Click on it.

3.now new library has been created! Name it as you wish

Now you can also create Library by simply Right click-->New-->Library
